PROJECT MANAGEMENT SPECIALIST – DEMOCRACY HUMAN RIGHT & GOVERNANCE (DRG)

The U.S. Mission in Abidjan, Cote d’Ivoire is seeking a highly motivated and qualified individual for the position of Project Management Specialist – Democracy Human Right & Governance (DRG)-USAID-Cote d’Ivoire. The Project Management Specialist (PMS) is the junior-level specialist on democracy
human rights and governance (DRG); conflict management and mitigation (CMM); and countering violent-extremism (CVE) and provides support to Mission staff, implementing partners, other U.S. Government agencies, and Government of Cote d’Ivoire officials on DRG and conflict programs including strategic planning, program development, and managing for results. The PMS provides input in the design, implementation, monitoring of regional and bilateral activities in Cote d’Ivoire. As such, the PMS will support the Senior Democracy, Governance, and Conflict Specialist to manage a set of targeted central, regional, and bilateral activities related to DRG and CVE with an average annual value estimated at $10-15 million. The DGCS will assist in bilateral and regional strategic planning for in-country programs, donor coordination, reporting, writing, management of bilateral resources. Further, the PMS plays a role in advocating for Cote d’Ivoire on regional DRG and CVE issues, including political analysis, donor coordination, and activities. S/he will support on activities for the Governance Donor Working Group for Cote d’Ivoire coordinating efforts between major bilateral and international donor partners such as the: European Union, France, UNDP. S/he will also work in close collaboration with the other technical teams in the Cote d’Ivoire USAID office and the US Mission including Political and Public Affairs sections. The PMS will provide technical leadership to Mission-wide activities collaborating closely with the U.S. Embassy in Cote d’Ivoire in weekly Interagency working groups, including the elections working group, and other relevant meetings. S/he must be an accomplished in the field, and must be effective in obtaining the willing agreement, cooperation, and support of Ivoirian public officials and civil society representatives
Profil du poste
a. Education: A Bachelor’s Degree or host-country equivalent in Political Science,
International Relations, International Development, Law, Business, Public
Administration/Public Affairs, Economics or other social science discipline, Statistics or
Journalism is required.
b. Prior Work Experience: A minimum of three years of substantive professional work
experience on democracy and governance, conflict, and/or CVE issues is required.
c. Language Proficiency: Level IV (Fluency) Writing and Speaking in both English and
French is required. USAID reserves the right to test language skills.

This position is open to Cooperative Country Nationals (an individual who is a Ivorian citizen – or a non-Ivorian citizen lawfully admitted for permanent residence in Cote d’Ivoire). Non-Ivorian citizens must attach copies of their permanent residency permit to their application to be eligible for consideration. No relocation expenses are provided to the job location, Abidjan – Cote d’Ivoire. If transportation to Abidjan is required, it will be the employee’s responsibility.
